We take away the driver's licenses of the elderly when they are no longer
mentally able to control a car.
Here in the U.S., you normally only have to reapply for your driver's license
once every 5-10 years (varies by state), but after a certain age, most states
make you reapply EVERY year so that you can be evaluated as to whether or not
you are actually able to drive.

Being mentally ill is usually a disqualification for gun ownership for many
reasons.
