I think XP wants 256 to install. 2000 would definitely fit. MicroXP or a
"Roll-Your-Own" cut down version of XP will run nicely in 256. I have
MicroXP running in a 128 MB VM.

Lubuntu fits nicely in 128 MB, and still gets you most of the Ubuntu
"ecosystem".
